Since he was a student, he was a quiet type rather than a conspicuous person, and under the Abe administration he also led the Ministry of Interior. The new LDP leaders are particularly proficient in navigating Japan's complex bureaucracy, officials say. He has a keen grasp of who is working in what role, and is good at giving accurate instructions directly to the right person. 

 "I want to be a cabinet that works for the people," he says. He and his cabinet members have to solve each and every one of Abe's policies, which Japan now has many problems and does not seem to have improved at all.
